4850 on PCI-E 1.0, problem?

Mate has recently bought a 4850, and I remember reading somewhere that the card won't work on a PCI-E 1.0 motherboard. His motherboard is an XFX 650i Ultra. We tested the card at my house and it worked great, then over at his house and it won't boot up at all. All the fans come on but nothing happens.

Can these cards run on PCI-E 1.0? If so do they need a tweak to boot up? As it's not doing anything.

There is a thread further down the page on this very issue, and I missed it, but I'm also not sure if his board is 1.0a or 1.0, apparantly according to that thread it's working on 1.0a, leading to me conlucde that the XFX 650i Ultra is not 1.0a and only 1.0? Anyone able to confirm that or have any suggestions?
