4850 Troubles

Hello, my friend had recently bought a 4850 and we don't seem to be getting the amount of performance out of it that we had expected.

This is his spec
X2 3800+ @ 2Ghz
2GB RAM
HIS ICEQ4 4850
Vista 32Bit

In 3dMark 06 He gets 7500 ish and i get 12600 spec in sig.
In Company of heroes he can only get 30fps in the menu whereas mine is at 60 and GPUz hardly shows any GPU load even when playing the game.
In ATI tray tools on the 3D Renderer mode he only gets ~400 fps whereas I get ~800 fps and his GPUz only shows about 50% GPU load and mine is at 100%.
We have tried putting his card into my machine and it performs as well as mine (and a little bit better which is annoying ) so we know its not the graphics card.

Does anyone know what is going on here??

X2 3800+ @ 2Ghz < this might be the problem and btw a Q6600@3Ghz completely obliterates an x2 3800 @2ghz but double check it's in pci express 16x speed.

It is in pci express x16 speed.

I had a feeling the cpu would limit it a bit, but only showing 30fps in the company of heroes main menu with 0% GPU load seems a bit odd to me?
