Below is a link to a post detailing how to flash your card in windows, though you can do it through DOS, links below for ASUS bios and ATIwinflash. I fyou do decide to flash, back up your original bios with GPUZ,link below.

Thanks for the links , if i flash to the new bios and all goes wrong how would i flash back to orginal bios?

Id leave it personally, the strange random fireup of the fan happens on mine too. It supprised me at first but its not much of a bother unless your rebooting every 20 mins...

Mine does it on startup only, seems like a pre-flight check lol, but once in windows it remains at the speed of the profile I'm running.

Mine only did it on start up, but since manually setting the fan speed, it does it just before the pc switches off (assuming the bios regains control from the Catalyst). Its not that annoying unless you a super sensitive person, lasts 2 seconds max and i feel its reasuring as i know its still working :D

Mine does it once once into Vista, not too long after Vista has loaded. Makes me jump!

My Powercolor 4870 does the same, it doesnt spin the fans to 100% on boot though they do speed up a little maybe 10-15% only noticed when I booted up with the side panel off the other day,its dead quiet until vista is loaded up then a quick 1 sec burst of full power and then silence again.
