At present on idle mine is very cool, especially when you consider how hot the card can get and that it's summer. My fan is set to 29% and the gpu's are reading 35 and 46C. It's when I finish a gaming session or when I take a break and reduce the fan speed back down to around 30% - that then is when you can feel the heat wave, imo anyway. 
Bit like a car, drive at 80 mph, temp read out is cool due to the fast air flow, slow down at the traffic lights and watch the needle rise.
