4890 DX11?

Okay-ish. It'll support some DX11 features but not others, and some that it supports will be cut down to meet the hardware limitations imposed by the DirectX10/10.1 specifications.
 
When and if DXLL cards ever come out :p

But seriously, it all depends what you want. If you want the latest cards now, then buy it on release day (or pre-order), or do what other people do and wait until prices are sensible (settled down with competition in market place), and DX11 games are actually available to buy.

If your thinking about upgrading then what card do you have now, and what's your budget? I would personally go for either an HD4870 or HD4890 on the cheap and let that do whilst I waited for the new line of cards to come out from ATI (AMD) and Nvidia if your current card sucks.

EDIT: Answering you original question, it's won't fully support DX11 but it will do some features as mentioned by Lightnix. What you will have though is a very fast card that will probably be good for "at least" a year and a half if matched with a good enough system :) Bottom Line: Don't get caught up in the hype of DX11, just wait to see what happens :)
