If you are looking for a stock model with a reference cooler, then the cheapest one around is currently the Powercolor 4890 for £130. I've just got myself an MSI R4890 Cyclone OC, and it is superb, cost me £150. I've heard good things about the Sapphire Vapor X range too.
 
The MSI Cyclone is quiet if you manually set the fan to 40%. 20-40% is silent, anything over that starts getting loud. When left on auto, it idles at 67% which is shifting a lot of air, but making huge amounts of noise. I reckon the Vapor X will slow down a lot more idle, so it will be quiet when needed.

I've manually set the fan on my Cyclone to 40%, and that makes it idle at 50-55 degrees, 65-70 under load.
 
it depends what you want, the asus onces are really nice, the vapors are good onces too they all have thier strong/bad points imo (incudling warrenty)
