Would this PC be suitable for 4k editing?

Yep thats fine, more than enough grunt.
Another cosideration is what software you plan on using to edit with as all the power in the world won't be much use if the software is not optimised to make use of it.

I'd definitely add more RAM for a video editing machine. From memory, 64Gb is the recommended when dealing with 4k videos.

I would add a gtx 1070 before ram. After all it's the gpu doing most of the heavy lifting.

Not true in video editors. Once you get above a mid-range card then there's not much reward for the extra cost:

A 1060 will be fractionally behind the 1070. I would link to the full results, but it's from a competitor who sells rendering/workstation machines.

8GB? He'd struggle with that. 32GB or more would be better.

I'd be using either something from Adobe or Davinci Resolve, !6gb is the max option but I'm sure if I called the store they could sort something out.
