Anyone else having problems playing 4k content using VLC? mine is very choppy and unwatchable.. PC spec should be more that adequate (i7 7700, 32gb Ram, 1060 gfx card).

Any setting or tips to get it to work?

MPC-HC works fine, same problems here with h265 4k playback ( 2600k, albeit old, but clocked at 4.6 + gtx980)
Even the Windows 10 stock media player works fine.

VLC does play it better with a different render method, however, it introduced other bugs.

So use MPC...

Never really used VLC because the GUI looks naff.. but check the options to see if you can enable dxva or hardware assisted playback out similar.

Mpc-be automatically has dxva enabled (dxva uses your graphics card to decode certain codecs)

VLC is getting worse for me, on my lappy struggles with HEVC and 10bit encodes, MPC is fine.

For 4K and 4K HDR playback on desktop PC been using PowerDVD 17 for mkv/ISOs.

yes, once using dxva shouldn't playback on all media players be just as efficient.
VLC user interface does give playlists though and show metadata from playlist files, versus MPC (but I think we discussed this before)

I have to do software decode of hevc as I have an older hd3000 laptop gpu, but if you are doing 10bit doesn't that imply a newer gpu capable of hevc ?

so you have uhd blu-ray drive ?
when I had older powerdvd interface was very poor&slow, although it is still (?) the only 4kuhd disc solution, surprised it appears to be 'only' £60 had thought it would be 100s
