4K screen help

Heya guys, I just bought a 4k screen off my friend for 350 quid. I couldnt past the offer so I went ahead and bought it. Now I already see something thats insanely annoying me and am not sure if its the pannel or if its ment to be like that because if thats a feature its going back :(

So, Everytime I play a game, As soon as you move the mouse or if theres ANY movement you see washed out colours/ something that looks like cell shaded? It's the best in words I can say but I have no idea whats going on with the screen. Is it my graphics card or the 4K itself?

Also on a note, While the 4K is plugged in it makes my 1080p screen look way off what it used too. More blurry? I guess Am starting to think it could be my GPU but hopefully someone can help me.
 
Also checking the website that lets you mess around with sharpness and contrast it says my screen res is

Yet in nvidia it says its set to 4k? 3840x2160, But windows icons look like what a 1440p would have, I don't understand :(
 
If I recall correctly Lagom doesn't correctly report 3840 x 2160. Are you using any sort of scaling in Windows? That might explain the desktop icons. But definitely make sure you're using the correct cable as Greg said and let us know the GPU and OS.

Another thing. Do you have 'Response Time' set to 'Fastest'? If so, set it to 'Faster' instead.
