4k - worth "upgrading" to Windows 8.x?

I have a 4k incoming and I've read a lot about scaling issues in windows 7 - i.e. tiny text.

Has anyone seen windows 7 and windows 8.x side by side and have any views on it?

I have had a 4K monitor on both 7 and 8.1 and the scaling was definitely better on 8.1.
