5 minutes boot times terrible performance... Vista 64bit

Finally got vista 64bit to install on my newly built rig, (Intel Q6600, tuniq tower, 8GB OCZ PC5400, Gigabyte P35 DS3R, two sata ODD's two sata HDD's and an 8800GTX OC) I installed my mobo drivers, graphics card drivers, all of which took forever. Whenever I reset it takes about 2 minutes to shut down and 5-6 minutes to boot up into desktop, inside vista 64bit I get constant hangups, and idle at about anywhere from 5-40% CPU usages across all four cores. WHAT IS GOING ON!?!

Corsair 620W, and nope it's all is it is out of the box, I noticed the ram was running at half it's rated MHZ in CPU-Z though.

Edit- Yep i'll post some SS soon as i've installed something!

It wont void your warranty at all. Your only setting what the manufacturer has stated for that product.

Anyway go into your BIOS, you might have to hunt around for the right section.

Now to set the correct speed

DRAM Frequency should be set to 667MHZ.

Finally the Memorys voltages should be set to 1.8V

Now you will most likely have to go into North Bridge Settings (not sure what the BIOS layout is on your Motherboard) to get to the Memory timings.

Then set the following:

5 - CAS
5 - TRCD
5 - TRP
15 TRAS

Thats your Memory timmings.

Then save and exit.

Snagit32 = Cpu usage 24

To the OP

Try end process on Snagit32 & SnagPriv and cpu what your CPU usage changes to..

I'm pretty much certain this is nothing to do with the programs on startup, as no programs open on startup, and also I was using snagit to take screenies.
