5 x caspol.exe processes, are they malware?

Guys just got a laptop from someone and when the laptop boots up according to task manager the cpu is at 100% and its impossible to do anything.

I checked the processes in task manager to find there were 5 processes of caspol.exe running. According to google its a Microsoft program but why 5 processes?

Is it malware?

Anybody got any ideas.
 
A virus could quite easily have hijacked the name. Have you scanned it with malwarebytes etc?
