Need a quick spec to give to a friend, he has said the budget is £500, but can strech to £650 with monitor/case etc. He will be using it for normal stuff + gaming on Planetary Annihilation.

yes it does, he will need everything i imagine, the only spare licenses I have would be for xp so useless to him now. Speakers he will just need a cheap set, nothing fancy, same with keyboard mouse, just something functional.
