I have an OEM DVD-RW drive and an OS disc

Is this everything I need - Assume I have nothing else but above? Do I need cables? Thermal paste? Heatsink?

Anything at all to build it? Also are all the components compatable?

I think you've pretty much covered it there. If you're using the stock heatsink then it will come with thermal paste/pad.

Have you got an Operating system?
 
The processor comes with a heatsink/fan which has thermal paste on it already, although I'd recommend getting a better heatsink/fan and some Arctic Silver 5 thermal grease :) But if you're on a budget, then I'm pretty sure you've got all you need there..!

Those 4300's look great for a budget build, especially as they're s'posed to be so overclockable.
 
I have an operating system, thing I was worried about was wires connecting the hard drive and drd-rw drive since they are OEM. Do they come with the motherboard?

I've never had a motherboard that didn't come with a whole pile of cables, most I never used.
 
And the 380W power supply is fine for this?

I plan on doing some mild overclocking say to ~ 2.5ghz max. Possible with the ram and stuff.

Should be fine. And you should aim higher than 2.5GHz:).
