£500 spec

One thing, is it possible to run quietly ?last pc sounded like a f18 jet lol

I found having the fan on the side panel of the Z9 made a bit of noise. So I moved it to the ceiling of the case, both the 120mm ceiling fans I then wired into the fan controller.

I'd start on the stock heatsink as my spec already went a little over what you wanted to spend most likely. You could always try and blag an aftermarket cooler for crimbo if the stock one is too noisey for your liking and you want to push for a higher OC.

I imagine it wont be clocked. It is primarily going to be used for internet browsing, playing films and thats about it. possibly at a point a bit of solidworks so i imagine then i will add a graphics card, but thats only a slim chance il even bother with solidworks.

Having read through the tread and your posts I think the i3 would be more suitable to your needs, as an i5 is a bit overkill.
I have included the Z77 mobo, so if things change in the future and you need an i5, you can drop it in without to much expense.
Also included a Gpu for better video play back and for a bit of gaming.
The Psu is sufficient to run the system.
