5090 DOA?

I've raised a ticket for this, but looking for help in the meantime.
Picked up a Zotac Solid 5090, but spent most the weekend unsuccessfully getting it to work.
I'm getting a GPU POST light on and no display output. Motherboard is a Gigabyte B650M AORUS ELITE AX.
Stuff I've tried:
- Re-seating the card
- Tested with brand new SF1000 and previous SF750 PSUs
- Tried 12VHPWR cable and pig tails
- Reset the bios via jumper and battery
- With and without Wireview Pro monitor (shows ~13W consumption all the time, FWIW)
- DDU driver clean
- Motherboard on latest BIOS (F34a)
- Tried DP and HDMI cables
- Most of the above on a separate system.

To make life harder, there is some issue with the SF1000 PSU not working with the B650M motherboard. I've found that others have had compatibility issues with this combo. So I've been troubleshooting two simultaneous issues for a while.
 
Didn't make any difference. In fact the second system I've tested in is only Gen 3 anyway.
I see something called Microsoft Basic Display Adapter in device manager, so going to try doing some more driver cleans / reinstalls...
 
No progress. I can force it to install Nvidia driver via device manager, but still no life in it. Feels like a dead card to me.
As I've got the system torn to bits, I might replace the motherboard to fix the SF1000 compatibility issue (which is just a crazy issue on it's own). Maybe that will help this issue too.
 
If you boot of your iGPU does the 5090 show up in device manager?
Only thing that shows is a Microsoft Basic Display Adapter, plus the igpu. This does appear to have an NVIDIA hardware ID. But I cant do anything with it. Used DDU multiple times in safe mode and it never recognises the card as anything more than that basic adapter. Nvidia app doesn't detect it, and I cant install the driver manually via the executable. Same in both systems, except I've not wiped the drivers clean in second system.
 
I've bought and fitted a new motherboard this evening, an ASUS TUF GAMING B850M-PLUS WIFI. Mostly to fix the SF1000 PSU not working with my Gigabyte board :mad: . But so I could also test the 5090 in another board.
Exactly the same issue. Card lights up and fans spin, but no display output and only recognised as a Microsoft Basic Display Adapter in device manager.
Nvidia driver installer is unable to continue because "it's not compatible with your device", i.e. it doesnt see any card. I'm installing version 576.28.
