I remember having sim problems with a Q6600. turned out i had killed one of the cores.
You may well have to up the vcore to try and stabilise core 4 mate and even then there's no guarantee that it will fully unlock, you might still end up with a tri-core chip though 
Try upping the vcore to 1.35v and and give Prime another go.

where do i get the vcore in the bios?
all i have is CPU Ratio and voltage:
CPU ratio AUTO
CPU over voltage ive got this set a 1.50000
VDDNB over voltage AUTO

cpu over voltage is the same as vcore.
Did you say you changed it to 1.5 after those screen grabs? Because if it was before then it is odd that you are showing 1.28 when it should be around 1.5
Do you have cool n quiet and C1E turned off?
Also try setting the load line calibration to 19 (if you have that option).
