5700 XT noise

Might have some small piece of plastic underneath the fans that has come loose, be worth taking a look closely in the heatsink fins under the fans.

Had a look and cant see anything, if I spin the fans with the card out they move fine with no noise. It doesn't do it non stop but seems to coincide with the fans ramping up slightly which they do quite a few times as the card seems to hit about 82c when gaming.

I haven't been able to catch it on video until now.
 
Have you used the Sapphire Trixx fan check? https://www.sapphiretech.com/en/software

It might help pin it down to the specific fan, if you can replaicate it by usng that software, you could then try narrowing it down to a specific fan, then you could always unscrew it and check it out?
I have run it a few times but it never seems to do it when I run the tool, its mostly when gaming and the gpu gets hot that it does it although it has on the few occasions when the pc is just sitting there.

I have played with the fan profile to see if that solves the issue but have got nowhere doing that
 
Try refitting the fans, they are removable by a couple of screws.

From memory they are very close to the shroud and it sounds like a fan is lifting when ramping up causing it to clip the shroud.
