5700XT settings MS flight sim

I think my 5700xt is underperforming on MS flight sim 2020. I watched jayztwocents guide on optimising the game but he did it on an Nvidia card so obviously there's differences. I'm running it @1080p with my 3700x and 16 GB of ram with mostly high and a few medium settings and when in New York I get regular dips into the low 20s.

My GPU clocks are up and down quite and the utilisation is rarely above 95%.

I thought that seemed like a CPU issue but when I tried the game again with my Vega 56 it was much smoother and didn't dip below about 35 FPS.

Are there any power settings or tweaks I should do to my 5700xt?

Is start playing the game on system2 and on the 2080TI

I live between 2 places, mine and my girlfriends ( 100miles away ) system 2 is kept at her house and it does play much better! Doesn't help me when I'm at home though

I just play it at 25fps on my gtx 1070 4k high with resolution/detail down at 70%, not the best but your 5700xt at 1080p should be fine so not sure what the issue is? Internet speed ok?
