5800x boost clock speed

Hi guys

Firstly, sorry I am new to the computer scene. I have just installed my 5800x and with Riva Tuner statistics enabled I can see that my CPU clock keeps fluctuating a lot.

It regularly goes from 3600 foe a few seconds, to 4950 for a second and then back down to 3600. Is this normal when not stressing the CPu or changing workload.

Sorry if this is a dumb question. Just wondering if this is normal behyaviour.
