5800x Boosting under low Load?

Hey folks so basically just got my new 5800x system up and running and as soon as I load up it's boosting to 4.5ghz at 10% utilisation and temps are at 75c? And I'm baffled tbh anyone have any ideas?

Check the average CPU usage via performance monitor. Also make sure that you’re using the Windows balanced power plan.

Did you do a fresh install of Windows?

Yes to all of the above I closed down the like 4 different RGB softwares that were running and it dropped down to the 50-60 range

It does this on mine also I think it is just normal.

Opening up steam, downloading anything through Steam, open a browser window and the thing is boosting to 5ghz.

It just boosts for spikes though, like gets the initial calculations done then calms down again.

It does mean the temperature yo-yo's quite a bit, mine idles about 35, highest temp I've recorded is 76c. I don't know if that temperature yoyo will be good for the CPU in the long run, time will tell.

Definitely strange that it fluctuates so much but I'm running an AIO which might allow for fewer spikes. Idle is around 27 and general usage around 47 - multicore stress test maxes at 72.

It's the **** softwares stopping the processor from downclocking properly. Epic Launcher had a similar problem recently.
