5820K temp and socket question.

Looking to stop being lazy and overclock my 5820k soon. Not sure on two things though.

Temp. Having not been on Intel for a long time, is it core or package I should be concerned with? As while hwmonitor and hwinfo agree on individual core temps, they don't on package (about 10C between the programs).

OC switch. Motherboard (GA-x99-sli) has the oc socket and switch. By default it's off, are the extra pins and the on position just for extreme overclocks? or should it be on even if my aims are modest (4Ghz would do me).

Core temps are all with 3-5 of each other. Package temp seems to be about 4-5 above all the cores. From testing at 1.15V for 4.0, temps are ok, but need to sort my case fans speed as that improves it by a huge amount, but that's for another topic.
