it would depend on a lot of things but i do think 65 at idle is high.
what programs do you have running in the back ground, i uninstalled MSI After burner on my laptop and dropped about 4c at idle.

is the CPU in a laptop or a nuc type system, and what fan profile is set. remember is an 8c/16t CPU under a small cooler

the jt Max is 95c so its not capping out but its defiantly throttling.

I'd go into bios and set the fan to run at 30% constant and retest idle, if it still high then defo new paste
