I have seen and experienced such issues with Nvidia cards only.
The way I fixed it was using a mini display port to hdmi connector.... (but of course this is based on the card I had and the monitor I was connecting too)
How is the card connected to your monitor?
I dont use the catalyst control center, but I would think there is something in there to fix it.

This sounds like a scaling (overscan) issue, I suggest either plugging the monitor in via the DVI connection or going into the CCC and doing this (also, make sure your graphics card output resolution is set to the native resolution of your monitor).
