5850 power states

i have recently been trying to overclock my 5850 and i have noticed that as soon as i change the core or memory frequency by even 1mhz the power states change, instead of idling at 400 core it switches to 157mhz. i wouldnt be bothered about this but the fact is it makes my pc unstable,. i get flickering on my second screen and the eventually my screen goes black and the pc crashes.
does this happen to anyone else and is there a way to disable the power states?
 
This is part of a problem that ati need to fix, the power state is too low for supporting two screens. Set an overclock that is very low for idle, then higher for when in games.

i tried setting an idle speed in afterburner but it just ignores it.
