5870 - Flash changing in game gpu speed

Does anyone else get these symptoms with a 5xxx card?

Lets say you have youtube up in chrome with a paused video. This will change the GPU clocks to 400/900 which is what its set to whenever hardware accelerated flash is being used.

When you load up a game the clocks should go into full speed, but they don't and will stay at 400/900 till you close the tab for youtube.

Is this just a general limitation with the hd5xxx series?

I think its been like this for at least a year, but before then I remember it working correctly.
