59.95hz problem

has anyone run into the 59.95hz problem? I can't seem to force my gtx1080 to run my monitor at 60hz, so there for it wont stay at 60fps and occasionally causes stutter in games & a bit of screen tearing, does anyone know of a fix for this? (running 1440p AOC TN Panel monitor through display port)
 
Yeh I read that but in the Nvidia control panel it says i'm not allowed to use a custom resolution the same as the one I am already using :S because in the panel it says 2560x1440 @60hz :S

Also you know when the fps counter in games says I am running at like 140fps, but only on a 60hz monitor, is this a false reading? for example the new Cod says 90-140fps all of the time, but I thought on a 60hz monitor you couldn't get more than 60fps?
 
With V-Sync off (ignoring FastSync, etc.) the game will run as fast as possible i.e. 100+fps or whatever and send information to the monitor as soon as it is available which means you will get parts of different frames on the screen at the same time - hence tearing.
