5950X CCX Oc only raises half of the cores

I'm having this weird issue when enabling CCX OC in my 5950X. Bench scores and frequencies are just right when everything in BIOS is at optimized defaults, but as soon as I enable CCX overclock, only half of each chiplet reach the selected frequency (4.5 in this case):

I'm running this cpu in an Aorus Master X570 which is the same where I run a 3950X before with no issues when playing with CCX. I've tried latest BIOS (F30l and F30e) without luck. Could it be a CPU related issue?
 
Sounds like gigabyte is not very hot on their BIOS. Power issues, buggy boards. Seeing more issues with gigabyte boards than any other brand atm.

To be honest BIOS release has been pretty solid so far for this board (Aorus Master x570), almost one or more versions per month which I think it's pretty good.

I got this on my master only when I set one CCX higher than the other, when they were in sync they would all go to the set frequency

It work fine in RM for me.
Tested it with 4.6 on first and 4.5 on second. All cores was setup properly (verified in RM, HWInfo and Core temp) when before only first four cores of each CCX was setup properly.
RM had some problem when I edited single cores.
