If there is any ventilation in front of them then mount a fan there (or behind) to draw air over them.

Inside your case with air blowing over them from the intake fan, or a single HD cooling bay with single large fan..something like a coolermaster 4-in-1 module, but with a front filter (Lian Li make a few models like this, unsure if they fit into any case though)

In ice... not sure if they would work for long though
