6400 ddr2 timeings

Avarage mem, won't get much better, you can try 4-4-4-12 but not sure if it's gonna be stable on this one.

Good c4 6400mem will do usually 870-900+mhz at 4-4-4-12 or lower.
 
Try a tRFC value of 45. That should hopefully be OK. I find 45-50 works fine, any less, and the PC refuses to boot.
 
Volts and heat are the killers (volts = heat) Tighter timings often need more volts to work hence the notion that timings can harm the ram.

It's a little vague, I know what you are saying, but timings alone will not harm the RAM. Like you say, voltage will. :)
