6400 temperatures too high?

Recently I fitted a Core 2 Duo 6400 processer and an Artic cooling Freezer 7 pro into my Lian-li PC7 case. For cooling I have 2 120mm fans running at 7v.

I have been running my 6400 at stock speed with the freezer 7 constantly sitting at around 900-950 rpm.

Using intel's thermal analysis tool I can tell that my processor idles at a temperature of around 46 celsius.

At full load the temperature jumps to around 60 degrees.

Should I be worried about the temperatures in my system? and is it sustainable to run my cooling at very low speeds to reduce noise?

Would I be better with a Tuniq tower at similar low speeds?
