As per title,

On a very limited budget of 650-700 to include everything.

Tower
Monitor
Windows
Keyboard and mouse
Speakers if not built into monitor.

Any suggestions? Or am I better off saving a few hundred quid more and getting a better build?

Realistically
Keyboard, Mouse, Windows and Monitor, Speakers(or headset) alone will use up a good 30% of your budget.

You could look at *B Grade* to get good cheap bargains but then you lose warranty

if you have old pc/laptop you could pull the hard drive and reuse it then no need for a genuine copy of windows

Id seriously recommend waiting to the £1k mark, then able to spend a little more on decent ram/mobo giving you more upgradability in the future.

Windows 10 OEM is tied to the motherboard not the drive. You can also use it for free and put up with a watermark for the time being (it comes and goes for a time till it's permanent) till you activate. There's people who just keep using it with the watermark.

If you're willing to build yourself you can get decent all new kit and then a refurbished Sapphire Nitro RX 580 8GB from the Bay for £120, and then basic speakers and keyboard + mouse. Otherwise it'll be hard.
