6600 conroe says 1.35ghz in tat?

My comps gone a bit weird on me in tat my 2.4ghz 6600 says its running at 1.350ghz, in cpuz and every other program it says 2.4ghz multi x 9 which is correct, from the performance iam getting 1.3ghz would seem correct. Ive diabled speed step etc in the bios but no change, done a clear cmos no change loaded defaults no change, whats going on? spec in my sig

OK ive sorted it, it was the tuniq tower backplate causing problems must have been touching the back of the motherboard or something, ill have to get some insulating tape to stop it happening again.
