660ti power limit 104?

My msi 660ti will overclock quite well but it seems to be throtling itself.

Once I go anything past +100 core and +500 any extra overclock has no extra effect and I think it's throttling it self on the power limit.

The card will never take more than 104% in a benchmark is this normal?

Something seem to be throttling it self but not sure what it is and I have been keeping temps below 55c

Temps could be a factor but I imagine it is under 70C? Also I have noticed with my cards that certain bench tests prefer different over clocks.

3DMark11 likes a higher GPU overclock as opposed to memory over clock ~450 on the memory. Any higher and I have seen scores decrease. Heaven is the opposite with a heavy memory overclock producing higher scores than the GPU being clocked. I guess the same theory works in certain games also.
