6700K bad overclocker.

So I built Skylake system with 6700K, 16GB Corsair 2400 RAM and MSI Z170A Krait Gaming and max stable overclock I can get is 4.5 Ghz at 1.4v under load.
4.7 Ghz crashes even at 1.45v within few minutes.
Temps are maxing out at 60 degrees with custom water loop.
4.5Ghz at 1.4v is stable in real bench but not in prime 95.
I am very disappointed with this chip.
So do you guys think that it is the chip or can it be the motherboard.?
 
I did return it to overclockers but they sent it back to me saying that it is within manufacturers spec which it is.
Bad luck I guess.
 
Returned it because it is 1.42v under load on stock speed when everything is set to auto in bios.
When I told that to overclockers staff they said that it shouldn't be like that and that there is something wrong with the chip.
Then after testing it they said that it is 1.32v on their motherboard.
 
Motherboard is the MSI Z170A Krait Gaming with latest bios and the power supply is some old Tagan Pipe Rock 1100W.
That power supply was running 2 overclocked and overvolted GTX 580 with 2500K even at 5ghz stable no problem.
Now it only powers 6700K and one 980 ti.
