I'm using a Noctua NH-D15 without any issues on my 6700k. I have it clocked at 4.7ghz and whilst I've seen it reach 89C, this is only using benchmarks like IBT. It usually stays well below 80C under typical heavy loads.

From what I have read, the reports of these air coolers bending skylake chips is more to do with people over tightening the mounting screws, rather than the weight of cooler. As long as you follow the instructions in the manual you should be ok. It even specifically mentions that you should turn the screws until they stop moving freely.

If you going to spent 50 I wouldnt go for watercooling, go for a noctua. I don't get why people spent a lot in CPUs and then they want a cheap watercooler to kill all the components. If you want a water cooler get corsair or nzxt.

I am trying to cut costs where possible without compromising on quality to much

so i could put more money to the best cpu available

build so far

6700k oem £260

msi tomahawk mobo £93.00

16gb CORSAIR VENGENCE DDR4 2400 £53.00

i have most of the other parts allready

You'd be able to get a really decent air cooler for £50, just make sure your case can accommodate the cooler (some are very tall) and doesn't obstruct your RAM (some twin tower designs can be a problem with RAM with tall heat spreaders). I can personally recommend this air cooler in terms of performance/ noise, though it is quite tall:
