6700k no oc low benches

Just bought this to go with my ssds and evga 980 sc, and I'm getting very low scores in 3Dmark and tomb raider benchmarks, I tried to of the 6700k too but in Windows cpuz shows the oc but as soon as any load is applied the multiplier goes to x39.9?

3Dmark fires trike score was 9299.
Tomb raider was average 29fps on same settings my 2500k at stock got 71 average.

I have just reran 3dmark with the evga precision overlay on and the 980 wasn't even getting up to full clock speeds? Gpu sat at 300mhz on most tests?

Could I need a better psu than the corsair vs550? Or am I missing something?

Also on real temp and hwmonitor my temps for the 6700k are moving between 14-33 every second on all cores and can't get a stable reading? I reseated the cooler and re did the Icdiamond paste.
 
so after running heaven and comparing my results with other 6700 and 980 users it appears them results are fine and in line where they should be also 3dmark is now scoring 12789 which is where a 6700k and 980 should sit apparently

so just when stressing the cpu does it clock itself down to 39.9 multi and i cant seem to keep even a 4.4ghz all core overclock on, as soon as prime95 or aida64 run the 4.4ghz goes to 3.99ghz .... PSU not sufficient is a thought thats been thrown around?

So still trying to get any form of overclock on this chip is impossible. As soon as a load goes onto the chip it knocks back to a x39.9 multiplier.

I have tried the auto oc settings in the bios and manually setting x43/44/45/46 with voltages from 1.35-1.4. Doesnt make any difference.

Is there something simple im missing to enable the overclock to stay when loaded? It shows the overclock in realtemp and cpuz right until a load is applied then drops to 3.997ghz
 
base and turbo i set to x44 or above? should i disable turbo and set base to 44?

using aida64 stability test and setting to x45 for example it goes from 3997-4500 but averages around 4250mhz.

prime95 goes down to 3997 and stays there

Just disabled turbo and set the multi to x45, still clocks down on both aida64 and prime95 :(

how strange, just rebooted and set x45 and enabled turbo and all 4 cores to 45.... downclocks to 3997 in prime still and aida64 the clocks go from 39.9 to 45 and move inbetween. Average in aida is 4250.

really confusing myself here
