6700K Turbo only overclock

I've got a full waterloop and everything set for peace and quiet. I want to take a different approach to most when it comes to overclocking. The default seems to be to disable dynamic clock frequencies and have the CPU running full tilt all the time. I'm very happy for it to clock down and idle when not being pushed. What I'd like to do is ramp up the Turbo like I did with a 2600K so that it has more to give when necessary.

Currently when gaming for a number of hours the CPU has hit 45/62/73°C Min/Avg/Max. GPU (980Ti) 39/43/44°C

Motherboard is a Gigabyte Z170X Gaming 7. I've tried setting Turbo Ratio's for 1-core, 2-core, 3core and 4-core active to 47,46,45,40 up from the default of 42,40,40,40 but I still don't seem to get anything over 4GHz. Do I need to be playing about with Uncore Ratio as well or "CPU Flex Ratio Override"?

Found that the "Intel Turbo Boost Technology" setting had gone back to Auto rather than "Enabled" so it was ignoring my settings. However, it seems that if I put any load on the CPU, it ramps up all cores to full speed. I set 1,2,3,4 core turbo at 44,43,42,41 so I'd be able to tell and it's hitting 41. I'm using HeavyLoad to stress the cpu and I've set that to only one core and I've also set the Affinity in task manager. I can see it using 100% of Core #0 Thread#0 but still all four cores are running at 41.
Am I doing something wrong?
Do I need to change something else (like uncore) anyway?

Just enable speedstep, c states and use adaptive voltage then you will get the power when u need it and it will sip power when it doesn't. Force enable all c states for more idle power savings if you like
