My 680 GTX doesn't appear to be using much more than 80% of its power I am not entirely sure if it effecting my performance or not is there anyway to make it use 100%?

Ignore 'power limit' (If overclocking slide it to max and forget about it).
If your card is throttling back you will see it in the boost clock.

ah ok thanks is 50 fps average normal for a 680 in crysis 2 or does it depend on the level?

That would depend on your resolution, settings in game etc
I don't have crysis 2 to test. Review sites usually bench it though iirc.
