What should this card be idling at?

Mine idles around 77°C with a Arctic Cooler fitted, strikes me as a bit high.

Worth striping it off an re-applying thermal paste?

55C atm, your artic cooler is probably clogged with dust like mine was, just give it a clean and it should be fine again. Then again you could replace the thing like I did with the Zalman VP900, much better cooling performance and just as quiet, doesnt require regular unclogging also.
 
Last time I checked it was idling at around 60C and up to around 85C under load with an Arctic Cooler pre-fitted (Galaxy 6800GT), it might be a bit higher now as it needs a clean. The cards are automatically set to throttle at 120C though so you probably still have a bit of headroom. :)
 
many eons ago i used to have an agp leadtek 6800gt (stock cooler). used to hover around 60-65 on idle, mid 70s when under load. :)
