6950/6970 memory or core oc?

The scaling won't quite work like that, but you will see better initial results with a good core overclock.

My GTX 480 will overclock higher on stock voltage by justing adjusting the core. I prefer this as it keeps the temps down.
 
The core will go higher the lower the memory is clocked with my 6950>70 crossfire setup, 1ghz/1300mhz, if I want to go even higher, I need to lower the memory to 1250mhz.

Using AC Accelero coolers in case your wondering.
 
I have found that even small core OC (by just 20 or so) when running my 6950's in single card mode can give about 5-10 fps in fur-mark. overclocking the ram just doesnt give that much of an increase (for me at least)
 
Here's the settings on my 6950 2GB (6970 Unlocked)

I gain around 5-10FPS on average in games with the OC. I have the Accelero cooler too which is amazing, keeps the card very cool and I never ever hear it.
