6950 not clocking up properly

Hi,
I recently bought a HIS Radeon 6950 2gb. I was watching the GPU core clock readings on MSI afterburner (installed for video recording, the GPU is not overclocked) and it reads 725mhz when games are running. The core clock is set at 800mhz by default and in Afterburner.

I've tried a couple of things but I'm pretty stuck. Any ideas? I'd really like to get the card operating at the correct speeds.

EDIT: Problem solved (literally a few minutes after posting), although I feel rather stupid now. 30 minutes of troubleshooting and the problem was that I had a YouTube window open. Odd that this happens and I can't find any information on it via Google. Sorry for wasting your time reading this.

ive seen laptops do the exact opposite you say in that their gpu's perform better with youtube open maybe's a weird driver glitch.
