6950 upgrade?

Does it happen in other games than WoW? The stuff in BF3 is just a bug in the game, I get similar "artifacts" myself in BF3.

Have you tried different drivers?

No one you know has a PC?

Even if another PC doesnt have a decent enough PSU, just use yours (not ideal but it would pretty much rule out software/OS and some hardware as the cause of the issue)

If you get the "Artefacts" in other games then its likely the card is at fault but without testing in another PC its impossible to say for sure.

I'm sure someone you know has a PC
 
Dropping to 30fps (assuming that it goes higher at times and not maxing at 30fps) doesn't seem too bad to me. What resolution are you running? 1080p?

If so, it's really not that bad and BF3 being beta is bound to be buggy as hell.
There's a new hotfix I believe for AMD. I don't know anything about WoW so I'll forget that.

I think BC2 will be as good a comparison as any on there for BF3 to see the jump to CF.

EDIT: Also - try turning down the AA. try x4 or x8 and see what happens to your fps.

I assume the 16AA is not 16xMSAA, just the anisotropic filtering.

Turn MSAA off completely and just use the AA Post on Medium. At 1920x1080, you don't really need anymore. I don't notice any jaggies with MSAA off.
