the very bottom review it says he could only get 2.1 with 5.1 speakers with this card

I heard the X-FI audios are not proper X-FI's, to be 100% about getting 5.1 you could always go for this: http://www.overclockers.co.uk/showproduct.php?prodid=SC-040-CL&groupid=701&catid=11&subcat=

I had 5.1 speakers on a 7.1 card, old Hercules Fortissimo III.
Depends on what you plan on doing most of the time.
If listening to music is your cup of tea then an M-audio Revolution 5.1 will do fine and i think it's in your budget. There aren't any drivers for Vista 64-bit and the Vista 32-bit drivers are beta drivers but much more stable final driver Creative ever had hoped of producing
