720 be problem

Hi i have the following problem with my phenom II 720BE Edition, when ever it gets to 40-41c it throttles down to 4x200=800mhz on each core i have changed all the settings in the bios to try and stop this and have also set windows to maximum performance in the power tab and under the adnvanced options i have changed the clock states to 100% anyone know how to stop this ?

AMD Phenom II 720BE Edition
ASUS M4A78 DDR 2 motherboard
4x1gb corsuer pc6400 800mhz ram
nvidia 8800GTS 512mb
creative labs x-fi extreme gamer SC
windows 7 x64

for some reason my cpu keeps throttling down to 4x200=800mhz everytime it reaches 40-41c and trying to work out why its happening even when i disable cool n quiet and C1E, starting to think its a software prob as i'm just trouble shooting it again.
 
You mein in the bios or windows ? have stopped all the asus power saving utils from the task bar and have prime95 x64 multi core ( to heat the cpu), cpu-z to show clock speed ) and asus pc probe ( to monitor temperature ) have clocked it at 18x200 =3.6ghz and uped the voltage to 1.4 ( which is my max i can set in bios ) and its now changed to throttling at 45 instead of 41 ???
