And yes, the GOTY includes all DLCs.
They haven't fixed the UK pricing before the sale and we keep the same discounts as the US (e.g. 75% off) hence the funny prices.

whats the point in having Bordlerlands on for same price as the GOTY addition when GOTY addition gives you more??

Hmm...I purchased the GOTY and seem to only have the regular in my account. My receipt says GOTY as well.

Yep but if you right click Borderlands on your games list then go to DLC they will all be listed there.

Absolute bargain. You'll get many hours out of singleplayer before becoming tired of it.
