£750 gaming build

Hi guys

My friend is going to be building a pc with a £750 budget. He needs a pc parts and a monitor. He wants to go with good parts that can be upgraded in the future. He would like windows 8 please.
He has selected the corsair 250d as his case:

if he's willing to drop the case requirement, he can get a better rig.
the 250d is like 15-20% of the total budget, insane for spending so much on an already small budget.
