On my motherboard I can use OC Genie which will put the CPU to 4.3Ghz should I just use this? Would 4.5GHz be possible just with a voltage increase

Check the volts don't go too high if you're using an auto overclocking tool.
I don't see why you shouldn't easily get 4.5, without much of a voltage bump if it's anything like rhe 6600k

Set multiplier to 45, Maybe lock vcore to 1.35v, and if it's stable, drop the voltage down lower until it becomes unstable, then bump it back up a tad.

I've got my 7600K at 4.5ghz just by using the "Intel extreme tuning utility". Just set 4.5, save, and away you go. I've managed to get it up to 5.0ghz just using this utility without going anywhere near the bios, all done in windows, benched with no probs at all but didn't like gaming. I'm currently at 4.5ghz and it runs everything fine. And all voltages were at stock btw, I just let the mobo make any adjustments itself and only went up to about 1.35V ish when under load.:)

yeah you can use upto 1.4v on kaby and skylake. as long as the temps are around 80c under full load its all good. a really weak 7600k should do 4.7ghz with ease at 1.4v. about half of them should do 5ghz at that voltage too.

I used my motherboard's built in OC wizard to get a ballpark (4.7GHz), and then once I was sure that was 100% stable I manually cranked it to 4.8GHz at 1.35V. Sadly 4.9GHz is a step too far for mine, but not all silicon is created equal so some take to it better than others.
