I was, still am set on a 780 gtx but with the price drop, im thinking about getting a couple of 770 gtxs which will undoubtedly be faster than 780 for around the same price.

2 questions:

1. can my psu handle it?

thermaltake though power 750 watts. i7 3770 @ 4.8ghz, 2 HDDs, 1 SSD, 16gb ram

2. are there issues with slis?

i hear complaints about crossfire and dual cards with scaling issues etc. basically the main reason im not buying a 7990.

The only real issue with SLI these days is noise as you obviously have double that of one card. SLI scaling is very good these days with anywhere between 85% and 95% performance increase.

770 is rated at a 230w card so a 750w PSU will easily take two.
