7700K Adaptive voltage vs Manual + C-States?

My 7700K is stable at 1.130v manual, but when I use adaptive voltage I have to offset by -0.1v because the Vcore overshoots big time, and even despite this, the maximum vcore still reaches +0.03v. I could offset even lower but offsetting by -0.1v already lowers the minimum voltage to below 0.6v, and I'm not sure how safe this is. My board is Formula IX. I've tried playing with LLC but even at level 2, the overshoot is substantial.

So what do you guys recommend? Should I stick to manual with C-States or use Adaptive with an even bigger -offset? Is it safe to run a constant manual voltage on your CPU? Is a minimum voltage of 0.58v safe?

Using a voltage meter to be certain of the voltage would be wise.
The higher the voltage the faster the CPU will degrade. Is running at maximum voltage 24/7 worth it for minimal gain especially AVX stable? Probably not. Stock is 4.5 and AVX stable max is 4.8 or less.
